This week we have seen an upsurge in announcements of compliance to regulations and standards. However, on analysis most of these appear to be a fudge on the part of Government. A news worthy 'sound-bite' yes but an overall real improvement to the resilience, self reliance and sustainability for the UK and its building industry?
One gets reminded in a left field sort of way of the 'Grenfell Tower' situation, an unapproved product which was subjected to an out right ban elsewhere in the World, gets signed off and installed using the wisdom of a self-certificate. Then when it went wrong the people, those responsible, just disappeared and ultimately the 'taxpayer' foots the bill.
So it begs the questions of why approve products in the first place? and why is there no check on or compulsory insurance on those that self certificate?
Going forward at the very least new build should be fully adaptable to what we know as the 'passive house' criteria, also enabling the upgraded insulation and ventilation standards to be implemented without upheaval and costly revisions down the line. The observation here is the Government has made a big play on 'air source' heating, a great idea, but the bulk of the existing housing stock would require a massive spending commitment just to make the basic idea usable. Air source heating is a low temperature background system, while it is said to work down to an outside temperature of -16c it is actually struggling at anything below 0c and the hot water for the taps becomes reliant on an electric immersion heater. Then factor in the cost, a heat exchanger(air source pump) is mere chump change in comparison to the required full build upgrade required to create a usable system. Conservatively the Government quoted it as a 5k product in reality it is closer to a real world 30-50K cost. As such there is no payback period or reward for most home owners.
Clearly trying to guess the future is not easy but there is a need to demonstrate a capacity for building in sustainability and self reliance going forward. If Standards and Regulations are to have a serious point and not just a Government sound-bite news headline while keeping the writers and creators of them gainfully employed they should derive a direct benefit and reward to those paying for them -the Customer
